General facts

La Commission fut fondée à la suite du Congrès pénitentiaire international de Stockholm en 1878. The Committee was set up at the International Prison Congress held at Stockholm in 1878. The Member Governments appoint one or several representatives, but each Government has only one vote. The last two Conferences were held at Berne in 1926 and at Prague in 1928 (HB 1929). La Commission fut créée sur l'initiative du Gouvernement des Etats-Unis d'Amérique à la suite des Congrès pénaux internationaux de Londres, 1872, et de Stockholm, 1878. Elle est composée de délégués officiels des gouvernements des Etats adhérents, qui nomment un ou plusieurs délégués, mais ne disposent chacun que d'une seule voix. The Commission was set up on the initiative of the Government of the United States of America as a result of the International Penal Congresses held in London in 1872 and Stockholm in 1878. It is composed of official delegates of the Governments of the Member States, who appoint one or more delegates but have only one vote each. The last three meetings of the Commission were held in 1933 at BadenBaden, in 1934 at Berne, and in August 1935 at Berlin, on the occasion of the eleventh International Penal and Penitentiary Congress. Some years ago the Commission changed the form of the Bulletin de la Commission penitentiaire Internationale, which was issued from time to time, and has since published a new organ, Recueil de documents en matière pénale et pénitentiaire, which appears at regular intervals and contains reports on the development of legislation in the various countries, together with other documents of general interest which come within its purview (HB 1938).

Activities

Conférences internationales. International Conferences. (HB 1929) Elle organise des Congrès internationaux qui sont convoqués tous les cinq ans pour traiter des questions actuelles de droit pénal appliqué et de science pénitentiaire. Entre-temps, par ses réunions annuelles, la Commission crée et entretient des relations directes entre les experts officiels qui représentent les Etats adhérents en son sein et elle s'occupe de l'examen de problèmes qui surgissent dans son champ d'activité. (HB 1936). The Commission organises international congresses, which are convened every five years to consider current questions of applied penal law and penitentiary science. In the meantime the Commission, through its annual meetings, enters into and maintains direct relations between the official experts who represent the States Members and examines problems within its field of action.
