Object

HB 1921: Réunir dans une action commune les membres de tous les parlements constitués en groupes nationaux, afin de faire coopérer leurs Etats respectifs à l'affermissement et au développement démocratique de la Société des Nations. Elle a aussi pour but d'étudier tous les problèmes d'ordre international susceptibles de recevoir une solution par voie parlementaire et de contribuer ainsi au développement des relations pacifiques entre les peuples. (also: HB 1936) HB 1923: « L'Union interparlementaire a pour but de réunir les membres de tous les parlements constitués en groupes nationaux, dans une action commune, à l'effet de faire collaborer leurs États respectifs, au moyen d'une organisation universelle des nations, à l'affermissement de la paix et de la coopération entre les peuples. Elle a aussi pour but d'étudier tous les problèmes d'ordre international dont il. est possible de promouvoir la solution par la voie parlementaire ». (Art 1er des Statuts). General facts

La dix-neuvième Conférence interparlementaire a eu lieu à Stockhlom les 17-19 août 1921. Des résolutions furent adoptées sur les questions de l'entrée dans l'Union des parlementants de l'Amérique latine, d'une collaboration plus intense entre l'Union et la Société des Nations et le Bureau international du Travail, de la réduction des armements, d'une commission interparlementaire économique et financière, etc. HB 1925: Depuis la guerre: 19e Conférence à Stockholm, en 1921; 20° Conférence à Vienne, en 1922; 21° Conférence à Copenhague, en 1923; 22e Conférence à Berne et Genève, du 22 au 28 août 1924; 23e Conférence à Washington et Ottawa du 1er au 13 octobre 1925. Cette dernière Conférence a voté des résolutions se rapportant aux questions suivantes : amendements aux articles 3 et 10 des statuts; adoption d'un règlement des Conférences interparlementaires; situation financière de l'Union; le contrôle parlementaire de la politique étrangère; les mandats coloniaux et la Société des Nations; le problème des réparations; la solidarité économique mondiale et le trafic international; problèmes de politique sociale : émigration et immigration; la réduction des armements (fabrication privée et trafic des armes et des munitions de guerre; zones démilitarisées; plan et méthodes de la réduction des armements.) HB 1929: The twenty-fourth Conference was held at Paris in 1927 ; the twenty-fifth at Berlin, August 23rd-28th, 1928. This last Conference discussed the following questions: The Evolution of the Parliamentary System; a Declaration of the Rights and Duties of States; Migration Questions. HB 1936: L'Union a tenu en tout trente et une conférences, dont dix-huit avant la guerre, et la plus récente à Bruxelles en juillet 1935. Elle possède actuellement des groupes nationaux dans trente et un parlements. Le programme des travaux de l'Union embrasse les questions suivantes : développement du droit international; réduction des armements et sécurité; problèmes économiques et financiers; protection des minorités nationales; questions coloniales; questions sociales; l'évolution du régime représentatif. HB 1938: The Union was founded at the meeting convened in Paris on October 31st, 1888, by William Randal Cremer and Frédéric Passy, which was attended by nine English and twenty-five French Members of Parliament. The first Inter-Parliamentary Conference in the strict sense met in the following year, 1889, ; eight parliaments were represented. The Union has held thirty-three conferences in all, eighteen before the war and the most recent at Paris in September 1937. It has now national groups in thirty-one parliaments. The Union's programme of work comprises the following questions : development of international law ; reduction of armaments and security ; economic and financial problems ; protection of national minorities ; colonial questions ; social questions ; evolution of the representative system.
