Officers
The sections are all independent, but the Executive Officers of the United
States Section constitute a Central Executive Council, which serves as a clearing-house
for the exchange of documents and correspondence.
HB 1929: The Chairman of the Executive
Council is the Chairman of the United States Section, William F. Whiting. The
office of the Secretary is in the care of the Chairman.

(a) Simplification des douanes et autres mesures administratives fiscales touchant le commerce interaméricain ; (b) harmonisation et dans certains cas unification des principes de droit commercial dans les pays américains, (c) stabilisation du change interaméricain et facilitation des opérations bancaires et des relations financières entre les pays américains.
HB 1925: d) établir et exécuter le programme de la conférence internationale des Etats américains en matières concernant le but et le travail du Haut Commissariat inter-américain.
HB 1929: (a) To harmonise and simplify Customs and other fiscal regulations affecting inter-
American commerce; (b) to encourage closer commercial relations, especially through
unification of the principles of commercial law of the American countries; (c) to
facilitate sound banking and financial relations between the American countries ; etc.
Finances
Chaque section est maintenue par une allocation faite par chaque Parlement national. La Section des États-Unis a reçu une allocation annuelle de$ 25.000,00 depuis 1918, ayant eu $ 40.000,00 pour la période 1916-18.
HB 1929: Each section is supported by an appropriation made by its respective National
Legislature. From 1918 to 1922 an annual appropriation of $25,000 was made, and
from that time to the present the sums have varied from §15,000 to $25,000.

La Commission doit son existence à l'initiative et aux efforts de l'Hon. John Bassett Moore, membre de la Cour permanente de Justice internationale qui fut Vice-Président de la Commission, à partir de 1915 jusqu'à son élection à la Cour.
The Commission owes its existence to John Bassett Moore, a former
member of the Permanent Court of International Justice, who was its Vice-Chairman
from 1915 until his election to the Court (HB 1929).
Activities
La Commission plénière s'est réunie à Buenos-Aires du 3 au 12 avril 1916. Des réunions de sections particulières ont lieu de temps en temps dans des pays adjacents. Publications en espagnol, occasionnellement aussi en anglais ou en portugais.
HB 1929: The entire Commission met at Buenos Aires in 1916. Partial meetings of Sections in
adjacent countries occur from time to time. Publications are printed in English
and Spanish, and occasionally Portuguese.
