1. The establishment in Shanghai of the Toa Dobun Shoin open to Japanese students. 2. The maintenance of the Kokan Higher Middle School in Hangkow, and the Chunichi Institute in Tientsin, giving young Chinese preparatory education of high school grade, instruction in the Japanese language, and preparatory in¬struction for those students wishing to study in Japan. 3. Study and research in vital social and economic matters, publications, establishment of buildings and libraries, and holding of lectures and classes. 4. Monthly organ: " Shina " (China).
