Le travail effectué a incité sept autres Etats à adhérer à la Commission. Des assemblées plénières ont eu lieu à Madrid (1919), à Paris (1922), Madrid (1924), Venise (1926), Malaga (1929), Paris (1931). En outre, le Bureau central se réunit tous les ans à Paris.
