Permanent Committee, constituted by the Vice-President of the "Yacht Racing Association" of Great Britain and Scandinavia. The President is a delegate of France, Great Britain and Scandinavia. The functions of the Permanent Committee are: to decide any questions of interpretation of the measurements rules ; to receive the rules of the national authorities upon questions of interpretation of the International Racing Rules and circulate them; to act as advisers to national authorities ; to act as arbitrators between national authorities; to call conferences. General facts

Another Conference was held in Berlin in 1936, and in Paris 1907, where the International Union was definitely established. The Union lasted until 1913, and organised regattas in the Solent 1911, at Kiel 1912, at Havre 1913, at Christiania 1914. From 1907 to 1929, about 2,500 yachts were constructed in accordance with the rules of the Union. The continent of North America has now formed a union of its < wn called the North American Yacht Racing Union. The N.A.Y.R.U., constituted in 1926, conferred with the I.Y.R.U. at Inter- national Conferences held in London in 1927 and 1928. HB 1936: L'Union a été constituée en 1906.
