La deuxième conférence internationale, eut lieu à Paris, en juillet 1922, à laquelle 32 pays furent représentés (HB of 1923) La troisième conférence s'est tenue à Copenhague, en août 1924, à laquelle les délégués de 33 pays furent présents (HB of 1925) HB 1929: The foundation of the Bureau was decided upon at an international Conference held in London in 1920, with delegates from twenty-three countries. The fifth International Conference was held at Birkenhead (England) in 1929 in conjunction with a Jamboree Camp to celebrate the twenty-first anniversary of the Scout movement.
