Un Conseil supérieur international et un Bureau permanent international. The Governing Council consists of a Chairman, one Vice-Chairman for each Committee represented, two Secretaries-General and a Treasurer. The Permanent Bureau consists of the Vice-Chairman representing the country in which the Federation has its seat, the two Secretaries-General and the Treasurer; the Bureau acts on the instructions of the Chairman of the Federation and the Governing Council. Activities

La Conférence internationale se réunit en session ordinaire une fois au moins tous les deux ans. Cependant, en raison de circonstances politiques et économiques, la Fédération s'est mise en veilleuse depuis plusieurs années et n'a plus tenu de réunion officielle. (HB 1936) The International Conference meets in ordinary session at least once every two years. For political and economic reasons, however, the Federation has been obliged to suspend its activities for several years past and no official meetings have been held. (HB 1938)
